They were cordoning off an area on the field opposite the current athletic stadium. This space is where Cardiff City must first build a new home for Cardiff Athletic before demolishing the old one and building the new football stadium.
We might be jumping the gun slightly but it's the first indication that work may have started on the new stadium project.

As you can see fencing has been erected and in the last picture a lone JCB trudges through the mud.
