There are suggestions that Loovens could b a makeweight in a deal between the clubs involving Kris Boyd but Dave Jones has made it clear the opening salvo from Rangers has not impressed him.
"What we have been offered regarding Glenn by Rangers is quite derogatory, to be honest," said Jones.
"The situation, as far as I am concerned, is that we have no need to sell any of the players we have and that includes Glenn.
"We are aiming to strengthen and build on the squad we already have. I have said that before and that is the way things remain."
City and Loovens are not training in Portugal and it's players in that Jones wants rather than players out.
"We have a behind-closed-doors game in Portugal this weekend and I am very hopeful we will have two new players here by then." Jones added.
