Cardiff council is considering extending the time limit for the club to prove the viability of its scheme by up to four months beyond the last deadline of May 31.
The proposed development has suffered a series of delays but officials at County Hall are pleased progress is being made.
But they believe it may not be possible to finalise consideration of the plans within the next few weeks.
