The offer, send to Fowler's agent, is being kept private but is believed to be on a pay as you play basis.
"Dave Jones and I have talked through options, including players he wants to bring in," Ridsdale told the Western Mail.
"We also discussed Robbie Fowler and, together, we came up with what we believe is a good and fair offer.
"That will be sent to Robbie's agent today."
Fowler was hampered by injuries last season and feels he still has something to offer. There's been little news though on Jimmy Floyd Hasselbaink. The Dutchman played a full season for City but it's unclear yet if a new deal will be agreed with the former Chelsea striker.
