But Stoke City are keeping a watch on Joe. They tried to sign him in January.
"We came in and made an offer and we thought it was a great offer for Joe to be honest," Stoke Boss Tony Pulis said.
"But we will take another look at it and if it feels right for us then I will be speaking to Dave Jones about it before anyone else."
Ledley has just one year left on his contract and with him not signing a new deal City need to cash in now.
