There are no direct quotes linking either player but City were close to landing Todorov on loan in the summer and he could be available again on loan.
He wa scheduled to go out on loan but illness affected the Portsmouth squad and he stayed at Fratton Park but in January he could be available again.
'We believe in Todorov,' said Pompey boss Perrin.
'We wanted to put him on loan to play some games, maybe in the Championship, before playing in the Premiership.
'But because Lua Lua was ill with malaria, we kept him here.
'Now we have to see in January if he can go on loan because he needs to play.'
