The Seasiders, for their part, remain unbeaten with two draws and look a decent bet to survive another season in the Championship.
Michael Chopra opened the scoring after 12 minutes with his third league goal of the season, a deflected shot from just inside the box.
However, the home side's giant central defender Ian Evatt opened his account for the season with a cool finish in first-half stoppage-time.
The equaliser was no less than the home side deserved and, if the first half was fairly even, it was the visiting keeper David Marshall who did most to earn his side a point with some crucial second-half saves.
Ian Holloway's men had flown out of the traps in the first half with record signing Charlie Adam bringing a flying save out of Scotland international keeper Marshall in the very first minute.
The Seasiders went on to force 12 first-half corners, including four in the first four minutes, but despite this dominance could not find an end product.
So it was against the run of play that Chopra gave City the lead when his partly blocked shot looped over the head of a stranded Paul Rachubka in the home goal.
Pool then fought back with Brett Ormerod seeing his diving header tipped round the post just a minute later.
The pace remained relentless with Rachubka denying Chopra a second with a brave stop at the feet of the £4million man after half an hour.
But Blackpool were always in it and on the stroke of half-time were rewarded for their enterprise when Evatt coolly curled past a despairing Marshall dive into the bottom corner.
The second half started at a slower pace but the home side soon gained the upper hand with some attractive football, none more so than a sensational lob and volley on the turn by captain Jason Euell which brought an equally brilliant save again out of Marshall.
Marshall gain came to his side's rescue in the dying minutes before Cardiff centre half Mark Hudson almost broke Seasiders' hearts but fired over from six yards.
